As of now, you can’t resize the dial pad on the pre-installed Phone app. But, you can enable one-handed mode to make the screen virtually smaller and shift to the side (either left or right) that’s nearest to your thumb. By doing so, you should be able to reach all the numbers on the dial pad with your thumb.
